The fall of Berlin Wall - Essay Example After German invasion of the Soviet Union and the end of Nazi war, the four nations decided to divide Berlin the capital of Germany into four parts. Thereafter, a Cold War ensued between U.S and Soviet Union leading to the division of Germany into East and West Germany with East Germany under control of USSR and West Germany under the other three superpowers that had united their occupations to form Federal Republic of Germany. A wall was erected to divide the two Germans thus preventing travel or communication with either side of the divide. However, in 1989 after much pressure from civic organizations in East Germany and after an announcement by USSR president Mikhail Gorbachev that â€Å"the days of monolithic Soviet Bloc were over† thus relinquishing its hold on former satellite states (Fulbrook 243; Turner 230) the ‘iron curtain’ of Europe came tumbling down. ... This led to mass movement of East Germans through Hungary-Austria border and others through Czechoslovakia while still others sought refuge in West Germany embassies in Prague and Warsaw until it reached crisis levels. There was shortage of housing in West Germany plus a strain on its economy. This was also a blow to the East as it lost much of its productive population. At first, German Democratic Republic (GDR) tried to imprison immigrants in Eastern Europe while conducting ‘house arrests’ in GDR to stop them but it did not work. Those who went and came back from the West came with new ideas and view of the world thus pressure began mounting on the government for reforms. This led to peaceful non-violent demonstrations, prayer meetings and discussions by churches. These Leipzig demonstrations were met with violence especially by the Stagi (secret political police) but in the end the SED led by Erich Honecker agreed to dialogue (Fulbrook 245). Honecker instituted few re forms but the GDR citizens were not satisfied. They wanted democratization and free elections. As such, the movement to the West continued and by September, more than 3500 GDR citizens in Hungary were demanding to be allowed to leave for the West (Turner 227). Some went to Warsaw to demand that West Germany embassy to allow them to leave for Federal Republic. Due to pressure by international media, SED allowed those in Prague and Warsaw to travel. However, in early October, it closed borders to GDR leading to unrest. Independent civic organizations such as the New Forum, Democracy Now Democratic Awakening, and Social Democratic Party (SDP) were formed. This boys name was Rain, his name was Rain because whenever he was crying or sad it would rain in Washington State, Rain was sad a lot so it rained quite often. One day rain looked down on Washington and saw that it was snowing; this took rain by surprise because if he makes rain then someone makes snow and that person must live near him! Rain felt excited, in his head he made a plan to fly all around tomorrow and try to find this person. Night came and Rain went to bed so he can have energy for tomorrow. Morning came and Rain woke up feeling better than ever, He got up and went outside, Rain spread his wings and jumped. Rain felt wind rush through him and then his wings started to soar. Rain didn’t exactly know where he was going but he was either looking for a house or person. Rain thought he was out there for hours until he saw this house it looked like it was made out of crystal. Rain flew over there and landed on the crystal porch. Rain turned around and bolted to Snow, He turned around to see of she was gonna turn around and she was just about to when one of her peasants paged for her and she turned around relief went through his body and hurried over to Snow. Surfacely, the recurrent setting is absurd: Vladimir and Estragon remain in the same non-specified place and wait for Godot, who never shows, day after day.   They partake in this activity, this waiting, during both Act I and Act II, and we are led to infer that if Samuel Beckett had composed an Act III, Vladimir and Estragon would still be waiting on the country road beside the tree.   Of course, no humans would do such things.   The characters' actions in relation to setting are unreal-distorted, absurd.   However, it is through this distortion and only through this distortion that we can guess at the importance and the details of the evasive figure...

House Keeping essay

In House Keeping by Marilynne Robinson, the author uses feminist criticism to demonstrate the social construction of a family household that goes against the patriarchal structure or norm of a household. In the novel the main character of Ruthie is telling the story of her and her sister Lucille living at her grandma’s house in Finger bone, Idaho after her mom’s suicide. Right at the start it begins with the death of her grandfather due to a train wreck, then her mother happens to kill herself shortly after going over a cliff after dropping them off at grandma’s.The story takes place in the 1950s and early 1960s and is told from first person point of view. After both of the girls’ mother’s death, the grandma Sylvia becomes their guardian, but eventually becomes ill and dies as well. Their grandmother was prepared for her death and made sure someone would watch over Ruth and Lucille after she was gone. Nona and Miss Royce are introduced in the story and become the girls’ guardians until they no longer feel they can take care of them and send a letter to Sylvie, the girls’ eccentric and unbalanced aunt to come watch them.Sylvie comes to watch over her nieces and then the household begins to become somewhat chaotic. Ruth bonds well with Sylvie because she is free-spirited, but Lucille, on the other hand, yearns for stability in the household. Lucille wants the household to consist of the normal family viewed in society. Lucille finds refugee in her economics teacher and decides to go live with her, leaving Ruth and Sylvie alone. Shortly, Ruth’s safety is questioned by the courts because of the way Sylvie and her are living. They are both isolated from the outside world alone and without a man as the one in charge.Eventually, Sylvie decides to leave Finger bone, Idaho and live on the road again and Ruth decides to go with her. Throughout the novel Ruth and Lucille face several abandonments as they grow up, but still have a home in which housekeeping is done and where a family is created. It may not be the usual household structure but it is a home in which the girls can come to at the end of the day. According to the CBIL, feminist literature also uses a range of different strategies such as psychological strategies that help understand feminist issues better. Ruthdoes not mind living in the condition they have been with Sylvie, but Lucille eventually gets tired of it because she feels she will not be accepted in the society that seems normal to her, â€Å"I was content with Sylvie, so it was a surprise to me when I realized that Lucille had begun to regard other people with the calm, horizontal look of settled purpose with which, from a slowly sinking boat, she might have regarded a not-too-distant shore† (92). Robinson uses feminism criticism to demonstrate that a home can be created without any male role or the typical normal family.In this home only women have lived in after t he grandfather’s death and they have sustained the house together over the years a way or another. When Ruth and Lucille slept out of the house in the woods, Lucille seeked attention from Sylvie because she felt Sylvie did not put any house rules and it bothered her because she felt she did not have a home when in reality she did, â€Å" She had put two folded quilts on the wood box behind the stove. She wrapped one of them around Lucille and one around me, and we sat down† (118).Their home was not the regular home but it was because Sylvie would keep them comforted and warm, she showed them love. Robinson adds details like these to the novel to demonstrate that even alone a woman can create a home for two children. Through feminism criticism the young girls also act as a symbol of strength in the novel because so much has happened to them over the years. They have lost everyone who has come into their lives one at a time. The girls are seen as independent, always on t heir own and taking care of themselves.They look forward to the future and what lies ahead even though their lives have been filled with death and abandonment. Robinson uses Ruth and Lucille as role models to other women who have dealt with similar events. The girls stick together, but eventually separate also signifying that they make their own life decisions without any male telling them what to do. This novel sets a setting in which no men are present, which was uncommon at the time the story takes place. Men were freer to travel, and roam around, unlike women in which they stayed at home with their children.A man-less household was far from uncommon, and in the novel Robinson only chose women as the main characters who lived alone. She created only women relationships to demonstrate that women were capable of coexisting with one another without a male. According to the CBIL, feminist critics use images of women to reflect the patriarchal structure by writing literature to achiev e equality with men (1548). Robinson chose her protagonist to be the voice of a single woman, a woman in in her 20s looking back on her childhood and reflecting on it, â€Å"My name is Ruth.I grew up with my younger sister, Lucille, under the care of my grandmother, Mrs. Sylvia Foster, and when she died, of her sisters in law†¦Ã¢â‚¬  (3). Ruth’s character dictates the cast and the setting of the story. As Ruth re-enters her childhood, her concerns becomes those of a fatherless girl abandoned by her mother, or in her case a mother who committed suicide to escape her problems in life, â€Å"She thanked them, gave them her purse, rolled down the rear windows, started the car, turned the wheel as far to the right as it would go, and roared swerving and sliding across the meadow until she sailed off the edge of the cliff† (23).Ruth in the novel has the choice to choose a mother figure in place of the one she has already lost. Ruth begins to bond well with her aunt Sy lvie and Sylvie becomes that mother figure for Ruth as it shows that there is no male heroism in the novel, but rather a female hero. The wilderness becomes part of the feminist criticism as Robinson centers the novel on the lake, and the characters spend frequent time in the woods. By putting a female in the lead role, Robinson goes against tradition.In â€Å"Laugh of the Medusa†, Helene is tired of seeing a man’s role in society in which the man tells the woman what to do. She wants women to give themselves their right place in society and become liberated from the restraint, therefore, Robinson like Helene, writes about feminine literature about women and decisions they have to make in a society where usually men made the decisions. The title of the novel is a big deal when viewing the novel through a feminist approach. â€Å"Housekeeping† in our culture signifies a clean household.In the household women take a major role as they are the ones who clean, maint ain the home, and stay at home with the kids. The house in the novel portrays a symbolic icon for female cultural existence, yet it is ruined in the novel. Sylvie does not keep the house like a culturally standard female would especially in the 1950s where women did not really work or have much to do. Sylvie keeps the house messy and does not act as a suitable mother would in society, â€Å"Yet this was the time that leaves began to gather in the corners.They were leaves that had been through the winter, some of them worn to a net of veins. † Yet, according to â€Å"Laugh of the Medusa† the best of a woman can only be given from another woman and Sylvie demonstrates the mark she leaves behind in society and the lesson she is teaching the girls about change and subversion against patriarchy. Housekeeping demonstrates that women are no longer the typical housewives and how society must accept that change. Society must move beyond conventional social patterns and the idea l image of a woman.Robinson changes literature into feminist literature to change the perception of women. In Housekeeping, Ruth, Lucille, and Sylvie portray women who have to make life decisions because of their different lifestyle that goes against the stereotypical household norm. Ruth being the protagonist is portrayed as the main hero because she faces several events in which she faces hard decisions and makes them, even though society is against the choices and lifestyle she is living.

Safety, Health and Environmental Risk

For most people, the words safety, health and environment risk would automatically be synonymous with occupations involved in industrial and mechanical factories, chemical labs, or construction sites. Although these factors may be more common in such work settings, the truth is safety risks and hazards also exist in a regular office or work place. The risks however, manifests in the form of biomechanical-related stress and injuries. This includes lower back injury, carpal tunnel syndrome, and repetitive strain injury among many others. Such types of physical stress can result to fatigue and pain which may then cause the worker to perform poorly and even be unproductive. This paper will discuss various types of biomechanical and ergonomics-related injuries in the workplace. It will also tackle the causes as well as their negative effects on the workers. Consequently, this paper also aims to give recommendations on how to effectively and efficiently address this problem. A regular work desk at a typical office may seem like a hazard-free and safe work environment. However, several studies showed that prolonged and sustained work posture may result to various musculoskeletal disorders. Injuries include repetitive strain injury, carpal tunnel syndrome, and cumulative trauma disorder among many others. In fact, Bureau of Labor Statistics report that cases of ergonomic disorders are now rapidly growing in figures. According to researches, occupational illnesses as well as musculoskeletal disorders increased from 18 percent in 1985 to a staggering 56 percent in 1991 (University of Maryland 2008). Today, these numbers continue to rise as more and more workers experience physical strain in the workplace. According to the Occupational Health and Safety Administration there are over 647,000 cases of work-related injuries to date. Apart from this, occupational injuries account for more than $20 billion of the workers’ compensation costs (USA Bureau of Labor Statistics, 1996). There are several types of biomechanical or ergonomic disorders. One of which is the carpal tunnel syndrome. The carpal tunnel syndrome or median neuropathy is a type of physical strain generally associated with computer workers. It is one of the most common types of work related injuries primarily because of the widespread use of computers. Reports show that about 50 percent of computer workers experience this disorder’s symptoms frequently. This condition roots from the overuse and repetitive manual activities such as typing which causes the median nerves to be compressed in the wrists. Indivuals with this condition would usually feel numbness, muscle weakness, and sometimes even pain in the hands, arms, and fingers. Some patients even feel a pronounced pain or sensations at night. As this injury progresses, the person may feel cramping and weakness in the hand. It can also lead to a decrease in grip strength. Sharp pains will also be frequent as it will cause the patient to suffer (Medicine. net, 2009). Lower back injury is another common type of musculoskeletal disorder in the work place. According to the Bureau of Labor Statistics, about 20 percent of occupational injuries are back injuries. Further, about a quarter of the employment compensation claims are back injury (USA Bureau of Labor Statistics, 1996). This condition is often attributed to incorrect sitting postures. Office workers are especially vulnerable to this injury primarily because they retain their sitting posture for hours. Apart from the posture, office equipments also contribute to this condition. Poorly designed chairs or computer table can highly affect the posture of the user. Sitting in such chair for long hours can easily result to lower back pains. Cumulative trauma disorder of the upper extremity is another type of ergonomics- related disorder. Similar to carpal tunnel syndrome, this condition is a result of repetitive manual work. This causes the body, such as the fingers, shoulders, and neck to feel pain. Recent researches show that cases of cumulative trauma disorder of the upper extremities have increased over the years. The National Institute for Occupational Safety and Health even categorizes this condition as†one of most significant occupational health problems today†. This is due to the fact that cumulative trauma disorder of the upper extremities account for about 56 percent of work-related injuries (Melhorn 1996, p. 1264). Cumulative trauma disorder of the upper extremities, carpal tunnel syndrome, and lower back injuries are all caused by excessive physical load. In the research work entitled â€Å"Biomechanical Aspects of Work Related Musculoskeletal Disorder†, Robert Radwin et al. (2002) explained that the terms â€Å"physical load† or â€Å"load† would refer to the physical stress acting on an individual’s body (Radwin et. al. , 2002, p. 153). Similarly, physical stress is the physical quality that makes up both the internal and external factors. This includes kinetic force, kinematics, oscillatory, and thermal. Kinetic force would refer to the voluntary motions exerted against an external object such as pounding or string an object. This type of pressure would then create a strain on the tendons and ligaments in the body. An increase pressure or force would result to a greater level of stress (Radwin et. al. , 2002, p. 156). Kinematics refers to the motions or movements that position the body. An uneven or unbalanced motion could cause angular displacement. This in turn, could create stress and load on the nerves as well as in the blood vessels. Consequently, oscillatory force creates pressure and load to the body. Oscillatory or external vibrations affects the not only the musculoskeletal system but also the body’s vascular and nervous system. Temperature of thermal measurement also plays an essential role to the performance and dexterity of an individual. Long exposure to cold environment for instance, can decrease the strength as well as the sensibility of the muscle. Most of these loads are affected by external factors such as the work place, office furniture, and energy sources among many others. Biomechanical factors like motions, exertions, body position, and forces also contribute to the physical load endured by the body. (Radwin et. al. , 2002, p. 154). Musculoskeletal disorders also come from various activities, repeated and accumulated over time. Thus, individuals such as employees or workers who are exposed to as much as eight hours daily, experience work related disorders such as carpal tunnel syndrome and back injuries. This is largely because of the long and repetitive activities that are transferred through the different parts of the body which then creates an internal load ands stress on the tissues, nerves and ligaments. The combination of external and internal stress can add much stress on the ligaments and connective tissues of the body. Studies reveal that constant exposure to loads and stress can cause damage to the muscles and nerves. One way of reducing this external stress is through ergonomics. Ergonomics is the science that deals with engineering machines and equipments in order to reduce stress on the human body. At the same time, it is also intended to increase human productivity by eliminating discomfort and fatigue (Answers. com, 2009). Ergonomically designed office and workplace furniture such as work desks, tables, chairs, and computers can effectively reduce the load on the human body. According to studies, ergonomic furnishings in the workplace do not only reduce the level of stress among workers, but it also optimizes and increases productivity. Studies also reveal that there is a significant increase in efficiency levels as well as the quality of service in ergonomic-friendly companies. Employees also feel more motivated as they experience less stress and suffer fewer pains. A recent study conducted by Michael Smith and Antoinette Bayehi (2003) showed that an ergonomic controlled office increased the performance of call center workers by 50 percent. Over all, a total of 4. 87 percent of output increase was recorded among the control group (Smith and Bayehi, 2003, p. 16). Similar increase in productivity was also recorded in a research conducted in a silicon chip plant showed a 400 percent growth in productivity. This increase involves an increase in man hours as well as a decrease in work errors (Relating Productivity to Ergonomics, 2009, p. 3). Apart from productivity, studies and researches also reveal that companies who have decided to switch to ergonomically designed furnishings saved thousand of dollars in terms of compensation and insurance cost. A recent study showed that a steel company who redesigned their observation pit was able to save as much as $150,000 (Ergoweb, 2009). With such benefits, it is only fitting that companies should address their work-related problems through ergonomics. This means considering essential office equipments such as tables, chairs, and computers. An office chair for instance, plays an important part in any office environment. This is because almost all employees spend their working hours sitting in their work desks. As such, a chair’s height, width, depth, and back rest should carefully be considered. The chair’s height should be adjustable or it should measure from 16 to 20 inches. This will allow the user to comfortable place his feet flatly on the ground. When it comes to seat width, it is essential that the chair provides enough space so that the user will be able to seat comfortably. The standard width for most office chair is 17 to 20 inches. This leaves the user with enough space or room so that he or she can seat in ease (Ergonomics Safety Program, 2009). The back rest is also an important part of an ergonomic chair. Thus, the back rest should at least be 19 inches wide. Also, the chair should have a lumbar support that adapts to the curvature of the user’s back. An arm arrest should also be present as this will allow the user’s shoulder and arms to relax. Other factors such as the swivel function and the seat material must also be considered. The swivel function will allow the user to move around in his or her work desk with ease and comfort. Likewise, the chair’s material should be soft enough so that the worker will be able to seat and work comfortably. The office desk or table is an office furniture that requires to be ergonomically designed. Along with the chair, the work desk is used by most office employees for long number of hours. Therefore, it is important that the work desk allows the users to frequently stretch in order to prevent muscle cramps and pain. The table’s height should be at least 23 to 33 inches. An adjustable table is also recommended so that the user’s forearms are parallel to the floor. Similarly, the work space should provide enough leg space in order for the user to come close to the desk as possible (Ergonomics Safety Program, 2009). The work desk should also have enough room for the user to work properly. A writing surface of about 16 to 20 inches should be provided. Document holders and drawers are also necessary. Material-wise, it is important for the work desk to have a matte finish. This will eliminate the glare from the computer. Desks with rounded corners are also recommended in order to prevent the arms or wrist from coming in contact with square or sharp edges. The positioning of the computer in the work desk is equally significant. The computer monitor should be placed directly in front of the user. This means that the top of the screen must be parallel to the user’s eyes. Apart from this, the monitor should be positioned in such a way that there is very minimal reflection and glare (Ergonomics Safety Program, 2009). The computer keyboard on the other hand, should be placed in such a way that the user will be able to reach it without extending his upper arm. The forearms of should also be aligned floor so that the wrists will not bend while typing. This can be addressed by selecting a keyboard that can be adjusted and tilted. When typing, the arms should hang loose or it should rest comfortably in the desk to prevent the muscles in the shoulders from cramping (Daniels, 1996). Likewise, the computer mouse must be placed at the same area as the keyboard. This means that the click button of the mouse is aligned properly with the keyboards. Utilizing a mouse tray with trackballs can permit the user to use the mouse with ease and comfort. This will also allow the wrist to relax while staying in a neutral position (Daniel, 1996). Although ergonomically designed work equipments can reduce the risks of occupational injuries and disorders, it is still important to remember that this alone, cannot make up for bad practice. Employees and workers must also be aware of the proper measures in order to reduce stress and injury. One way of doing this is to educate the employees about the seriousness and risks of office-related injuries. This can be done through seminars and workshops about office and workplace safety. Memos and reminders about work place safety should also be frequently posted in the workplace. Distributing fliers and brochures about ergonomics-related injuries can also help spread awareness. At the same time, the management should also set an example to the employees by following all the safety measures. Informing the employees about the different consequences as well as the benefits of this issue will allow them to be aware about this looming workplace problem. More importantly, this will encourage the employees to take the proper measures to prevent work-related injuries from happening.

Dyslexia and the Good Life Essay Example Dyslexia and the Good Life Paper Dyslexia and the Good Life Paper In her book Overcoming Dyslexia: A New and Complete Science-Based Program for Reading Problems at Any Level, Sally Shaywitz says, †¦Dyslexia can infiltrate every aspect of a person’s life. It is often described as a hidden disability because it was thought to lack visible signs, but dyslexia is hidden only from those who do not have to live with it and suffer its effects (Shaywitz, 4). Shaywitz says further that dyslexic children are often misjudged on the level of intelligence due to the difficulty of reading. For example, when a child’s progress seems impeded, the blame is usually set on sociological or educational issues. Even though the general public is more aware of dyslexia and its effects, not enough people recognize it in small children. Given the ‘normal’ issues teachers face on the preschool level, sometimes dyslexia will be diagnosed as something else pertaining to learning difficulty (e. g. attention deficit disorder). The purpose of this essay is to engage the reader in the different aspects of this unique condition. It is not uncommon for dyslexic people to be seen as having an attention deficit disorder when the reality is that they are having difficulty seeing the letters the same way as the other children in the classroom. Some letters in a word are reversed or rearranged giving a preschool child an erroneous symbol for specific letters of the alphabet. Other issues accompanying letter distortion include poor organization and introversion due to the ‘difference’ realized in the mind of a dyslexic child. The word ‘dyslexia’ actually comes from a Greek word which means difficulty with words. It includes a wide range of learning difficulties where a person of normal intelligence has persistent and significant problems with reading, writing, spelling and sometimes mathematics and musical notation (Hicks, www. bbc. co. uk/health ). It should be known that people in the past have associated poor parenting as a cause of dyslexia. This could not be further from the truth. Although a cause has not been pinned down yet, there are a number of ways to detect dyslexia in children and adults none of which has to do with the way they are treated. Some of these include phonics, letter identification, and even counting. Since dyslexic people suffer with differing symptoms, helping them to cope with everyday life must be done on an individual level. If detected early enough there are three widely used methods to help dyslexic children overcome this barrier in learning. The first method is called the developmental approach and uses previous methods that are believed to be instructional and helpful and center on the extra time these special children need to learn specific tasks. Because the symptoms vary with each individual, the specific symptom would have to be predetermined in order for the developmental approach to work. A second method uses corrective measures in that it breaks the children into groups and emphasizes special interests and assets of the special child. This method is based on the hope it will give the child to overcome the disability. If used properly, this method could strengthen a child’s resolve to overcome which results in them feeling normal. Specific corrective measures are taken on the child’s initiative which enables the child to understand they have the power to do something about this problem they face. The last approach is a remedial approach. It attempts to overcome dyslexia through education and psychology. It is thought that dyslexia is just a learning disorder that can be overcome through educating the sufferer and psychologically helping them to cope with it. This approach is really the most involved of the three, but it only involves people on a professional level. This could be seen as a detriment to children with dyslexia. The time spent with psychologists and other medical professions takes away from the time they could spend with children their age. With enough interaction on their level they may be able to see their difference, and with the help of the other children psychological help is provided. WebMD states that dyslexia could be genetic in that people who suffer with it usually have someone else in the family lineage that also suffers with it. Genetic disorders are diseases that can be passed from parents to children. Some disorders may be inherited if only one parent has the gene, while others can be inherited only if both parents have the gene (Cooke, http://children. webmd. com/tc/Dyslexia-Cause). Cystic Fibrosis and Sickle-Cell are two samples given by WebMD as being on the list of genetically inherited medical problems. The examples below give a better understanding of the processes in the brain of a dyslexic person. A University of Auckland study showed mostly left hemisphere brain activity when normal readers were asked to perform three different reading tasks, including a phonics-based reading task where letter strings must be silently sounded-out to get the correct answer. In contrast, the dyslexic adults showed very limited left-brain activity during these tasks, with most activity being in the right brain ( engineering. auckland. ac. nz/uoa/engineering/news/2006/04/dyslexia. cfm). It is the left side of the brain that controls the phonics of words. When the normal brain sees a sentence it recalls the learning process and calls into action the left side of the brain which deciphers the letters and the sounds which causes the words and letters to make sense. To a dyslexic brain, with little or no left brain activity, the problem arises. The right side of the brain, which is not the center for decoding messages, tries to take up the slack of the left side and therefore hinders the learning process. Doctor Karen Waldie, of the University of Auckland, New Zealand, in an interview stated, The only significant activity in the phonological dyslexic group was in the frontal lobes of the right hemisphere of the brain, she continued. This might be the result of the dyslexic brain trying to compensate for an inefficient left-brain language system a system that might have been compromised during brain development or is simply genetically hard-wired to be a bit different from the norm. † The brain is so complex an organ that to understand how the right side of the brain compensates for the left side not functioning properly is a mystery. In relation to normal activity of the brain, dyslexia causes such a different pattern of activity that there are scientists who believe it is no more than a differing in brain activity and if the effected brain is properly trained it can lead a normal happy life. â€Å"The mental function that causes dyslexia is a gift in the truest sense of the word: a natural ability, a talent. It is something special that enhances the individual,† so says Ronald Davis in his co-authored book on the subject, The Gift of Dyslexia. He lists some well known people that were fortunate enough to have dyslexia; Hans Christian Anderson, Whoopi Goldberg, General George Patton and more. Davis, in an interview on a talk show, was asked if there was a positive side of dyslexia, when he gave her the list of famous people that had it, she was reported to have stated how fascinating it was that these people excelled in life in spite of their handicap. Davis notes in his book that he feels that they are famous as a direct result of their handicap, or as he says ‘their gift. ’ This book and others he has written have helped many people see their handicap as a gift and offers them a solution for their unique way of seeing the world. The brain is such a magnificent part of the human body. Some believe that the average person uses only about ten percent of their brain at any given moment. While this may lead to some fairly wild assumptions, it is clear and measurable that the dyslexic brain uses right brain matter to do what the left brain usually does. If this is the case, then it could be logically concluded that man does not really know what would happen if he was able to utilize more than that assumed ten percent at any given moment. It is a logical assumption (if you can use those two words together) then, that the human brain adapts to its surroundings. If a child is diagnosed as dyslexic the learning process will become different for him than it would be for one without it. When readers are asked to imagine cat without the kah sound, they readily summon at. The MRI photographs show their brains lighting up like pinball machines. When the brain gets it, the light bulbs really do go on. However, the brains of people who cant sound out words often look different on MRI pictures. There is less blood flow to the language centers of the brain and, in some cases, not much activity evident at all. Scientists are not sure why this is or what it means. But simply put, without the ability to sound out words, the brain is stumped (www. healthyplace. com). The main trouble dyslexics have when trying to read is the phonic sounds that the brain hears when it sees a word. According to the 2006 November edition of Scientific America, the dyslexic brain has little or no capability to phonically hear a word and thus has no reference point for the sounding of that word (101). The frustration is in the dyslexic’s ability to understand what they hear but not what they read. It’s like trying to remember something that you have remembered before, but now something is blocking the ability to recall that information again. Therefore people say things like â€Å"Until I remember it, it will drive me nuts! † The major life complication that most physicians will see as pertaining to people with dyslexia is self esteem issues. The fact that a basic fundamental part of everyday life is nearly impossible for them; dyslexic people are more prone to depression, withdrawal and isolation. Overall health can ultimately be affected depending on the depth of the depression or other complications arising as a direct result of being dyslexic. The remedies, for there is no known cure, are more home-grown than anything else. This means siblings and parents should read to them often to help them understand what they see, and should interact with them enough to be sure they feel as they are an important part of the family. Winston Churchill, a man who could move the masses, was dyslexic. Walt Disney, Henry Ford and Cher all dealt with, or in Cher’s case, still deal with dyslexia. The best treatment a dyslexic person can get is the friendly help from people who genuinely care about them. If your child has dyslexia, doctors would recommend that you be very supportive, talk to them about it, and develop study practices that will enable them to function in school. Self esteem goes a long way in children and youth alike. There will always be those who will ridicule, or make some other type of demeaning remark, so all the encouragement they can get will help them become productive members of society. Ronald Davis did something positive when he wrote Dyslexia the Gift, Cher sings and writes music, and there are probably people in your city dealing with dyslexia right now. The Collective Action Problem of National Health Care essays When societies come together to form governing organizations the goal is to provide a means to deal with public goods. The most basic of these being stability and security for its masses, but as a nation grows its governing bodys obligation does as well. As the nations responsibilities grow the problem of collective action a rises. In this paper health care will be the public good in focus, and how the United States, Canada, and Germany each deal with the disbursement of this public good. A critique of each will be done with three approaches to the collective action problem as the guide. These three outlooks are Thomas Hobbes Leviathan, the anarchistic solution, and the entrepreneurial solution. These will help us review each of the three chosen nations' methods of distributing health care to its citizens and which one works the best. The first country that we will look at is Germany. Germany has a strong tradition of state funded health care for its citizens. The health care system of Germany was established 115 years ago on the heels of the industrial revolution of the 19th century. Having the oldest state run health care program, the German system has changed through out the years, yet has been able to adapt to the times. The German system covers 90% of the population, with the other 10% choosing private forms of health care (Tutuncu p.1). This system covers unlimited ambulatory physician care including home visits, unlimited hospital care with minor copayments, maternity care, prescription of drugs with unlimited copayments, medical supplies and devices, preventive care, family planning, rehabilitative services, and periodic rest cures at certified health spas. Despite the limitations placed on female students, Bell graduated with first-class honors in just two years, becoming one of the first two Oxford women to achieve those honors with a modern history degree (the other was her classmate Alice Greenwood). World Travels After completing her degree, in 1892, Bell began her travels, first heading to Persia to visit her uncle, Sir Frank Lascelles, who was a minister at the embassy there. Only two years later, she published her first book, Persian Pictures, describing these travels. For Bell, this was only the beginning of over a decade of extensive travel. Bell quickly became a bonafide adventurer, going mountaineering in Switzerland and developing fluency in several languages, including French, German, Persian, and Arabic (plus proficiency in Italian and Turkish). She developed a passion for archaeology and continued her interest in modern history and peoples. In 1899, she returned to the Middle East, visiting Palestine and Syria and stopping in the historic cities of Jerusalem and Damascus. In the course of her travels, she began to become acquainted with the people living in the region. In addition to simply traveling, Bell continued some of her more daring expeditions. She climbed Mont Blanc, the highest peak in the Alps, and even had one peak, the Gertrudspitze, named after her in 1901. She also spent considerable time in the Arabian Peninsula over the course of more than a decade. After meeting the administrator Sir Frank Swettenham on a visit to Singapore, she kept up a correspondence with him, despite their 18-year age gap. They had a brief affair in 1904 after his return to England. More significantly, she exchanged passionate love letters from 1913 until 1915 with Lieutenant Colonel Charles Doughty-Wylie, an army officer who was already married. Their affair remained unconsummated, and after his death in action in 1915, she had no other known romances. Archaeologist in the Middle East In 1907, Bell began working with archaeologist and scholar Sir William M. Ramsay. They worked on excavations in modern-day Turkey, as well as the discovery of a field of ancient ruins in the north of Syria. Two years later, she shifted her focus to Mesopotamia, visiting and studying the ruins of ancient cities. In 1913, she became only the second foreign woman to journey to Ha’li, a notoriously unstable and dangerous city in Saudi Arabia. When World War I broke out, Bell tried to obtain a posting in the Middle East but was denied; instead, she volunteered with the Red Cross. However, British intelligence was soon in need of her expertise in the region to get soldiers through the desert. During her expeditions, she forged close relationships with locals and tribe leaders. Starting from there, Bell gained remarkable influence in shaping British policy in the area. Bell became the sole female political officer in the British forces and was sent to areas where her expertise was needed. Corbis Historical / Getty Images Political Career After British forces captured Baghdad in 1917, Bell was given the title of Oriental Secretary and ordered to assist in the restructuring of the area that had previously been the Ottoman Empire. In particular, her focus was the new creation of Iraq. In her report, â€Å"Self Determination in Mesopotamia,† she laid out her ideas about how the new leadership should work, based on her experience in the region and with its people. Unfortunately, the British commissioner, Arnold Wilson, believed that the Arab government needed to be overseen by British officials who would hold the final power, and many of Bell’s recommendations were not implemented. Bell continued on as Oriental Secretary, which in practice meant liaising between the various different factions and interests. At the Cairo Conference of 1921, she was critical in discussions on Iraqi leadership. She advocated for Faisal bin Hussein to be named the first King of Iraq, and when he was installed in the post, she advised him on a wide variety of political matters and supervised the selection of his cabinet and other positions. She gained the moniker al-Khatun among the Arab population, signifying a â€Å"Lady of the Court† who observes to serve the state. Bell also participated in the drawing of borders in the Middle East; her reports from that time proved to be prescient, as she remarked on the likelihood that none of the possible borders and divisions would satisfy all factions and keep long-term peace. Her close relationship with King Faisal also resulted in the founding of the Iraqi Archaeological Museum and an Iraq base of the British School of Archaeology. Bell personally brought artifacts from her own collection and supervised excavations as well. Over the next few years, she remained a key part of the new Iraqi administration. Death and Legacy Bell’s workload, combined with the desert heat and a slew of illnesses, took its toll on her health. She suffered from recurrent bronchitis and began losing weight rapidly. In 1925, she returned to England only to face a new set of problems. Her family’s wealth, made mostly in industry, was in rapid decline, thanks to the combined effects of industrial worker strikes and economic depression across Europe. She became ill with pleurisy and, almost immediately after, her brother Hugh died of typhoid fever. On the morning of July 12, 1926, her maid discovered her dead, apparently of an overdose of sleeping pills. It was unclear if the overdose was accidental or not. She was buried at the British cemetery in the Bab al-Sharji district in Baghdad. In the tributes following her death, she was praised for both her achievements and her personality by her British colleagues, and she was posthumously awarded the Order of the British Empire. Although some might consider the influence Lady Russell has over Ann as a selfish disposition that does not take into consideration feelings of her goddaughter, she was motivated by her protective love of Ann. Lady Russell had concerns over the future of her â€Å"most dear and highly valued god-daughter, favorite, and friend† (6). She is therefore worried that just like Anne’s mother was blindly consumed by romance to marry Sir Walter Elliot who is seen as being irresponsible due to careless spending that leaves the family in debts. According to group 1, half of the group indicated that they had very limited time when online because of the budgetary constraints and thus they are more apt to utilize all of their time in using web 2. 0 applications for learning purposes. On the other hand, the other half of the group expressed their fondness of being able to enjoy chat while online with their friends and browsing through forums for information (whether education or non-education related information). One common trait for all the participants of the first group is their interest in reading and searching for subjects that interest them with the use of web 2. 0 applications. It is interesting to note that, previously they had mentioned that they were utilizing information only or web 1. 0 applications for information but with the influx of web 2.0 applications, they had found it easier to use and more apt to their style of finding information (Hinchcliffe, 2006). Being that web 2. 0 applications are more interactive and provides a venue for two-way communication, they are able to ask questions, search for groups or communities with their desired information. For the second group, it was indicated that the members of the group with the same background utilize their spare time by chatting online with their friends, particularly with the classmates as some of the members of the group are schoolmates and are friends. They are able to share information particular to current blogs and subjects that interest them as a whole. With this they are able to find information faster as they are able to share insights with each other. In addition, they are able to utilize their spare time while online by browsing through subjects often referred to by their classmates within the focus group. Being that they are also previously acquainted with each other, they are able to use web 2. 0 applications at the same time, often during school breaks where they are able to meet with each other and share community sites such as blogs and wikis that highlight their favourite and desired information. This adds to the value of web 2. 0 applications being a very communal information technology tool it is able to put together people with the use of the internet and information put together. As a follow up to the first question, every member of the two focus groups were asked of their level of familiarity with respect to web 2. 0 technologies. Level of familiarity is defined as the ability of these students being evaluated to first identify with web 2. 0 technologies, their level of being able to proficiency in utilizing such tools and their capacity to use such tools in aspects of their daily lives such as interaction with society, learning and education (Hinchcliffe, 2006). The first group explained that there are familiar with the most common web 2. 0 technologies online. Noted web 2. 0 applications such as blogs, community forums and Wikis were identified the most by the users. The respondents in group one generally expressed their feelings that Web 2. 0 applications have been already been there in our daily lives even before it was formalized as Web 2. 0 technologies. As one respondent explains, Web 2. 0 technologies have been present for a considerable amount of time already and have been used as a means of providing and transferring information between each other. Students under this group were able to identify that they had used Wikis and Rallypoints as a tool to share information with their classmates in their classes but were not aware that these tools were considered as Web 2. 0 technologies. The History Of Absenteeism Management Essay When employees intentionally make absence from work it is known as absenteeism. In todays working organisations everybody misses a day of work now and then. But when an employee misses too many days of work it can be a big problem for the organisation and this can cause serious problems when all other employees have to cover for the missing worker or in worse cases the work simply doesnt get done, which can cause low productivity or non availability of requested services, leading to bad impression on companys position and name. People often tend to have different perspectives or attach different meanings when viewing the topic of employee absenteeism. Absenteeism occurs when the employees of a company do not turn up to work due to any scheduled time off, any illness, any injury, or any other reason. If we look back the history, there is only a small written history of absenteeism in business literature, apparently because until the 20th century businesses had a clear rule, No work: no pay. Then labour unions forced the companies into agreements to allow employees to take time off from work for illness or vacations and the practice of offering paid sick days become widespread. These practices still vary among companies and union contracts and normally there is an average of four to ten sick days per year is standard. Companies have realized that human absence management policies are cost effective; even many companies were unwilling to off paid leave to their employees. In fact, there is an estimate in the current studies regarding absenteeism that those company who have effective employee absence strategies can reduce their overall payroll costs by atleast 10 percent. ABSENTEEISM COSTING THE BUSINESSES Most recent studies on absenteeism have claimed that missing employees cost companies millions of pounds in lost revenue each year. We know that absenteeism can be quite costly. It has been estimated that in the United States alone, absence causes a loss of 400 million workdays per years. Based on this estimates, several researchers have attached a dollar value to this of between $26 and $46 billion per year (Steers and Rhodes, 1978; Goodman and Atkin, 1984a). In Canada, this figure probably approaches $8 to $10 billion. The Confederation of British Industry (CBI, 1999) has carried out a survey and used its membership base to survey both private and public sector employers. This survey showed that the average number of working days lost per employee in the UK in 1998 was 8.5 days, which represented 3.7% of all working time available. Another important correlation showed that absence was positively associated with the size of the organisation, that is absence rates were higher in large organisations than in small organisations. In calculating time lost as a percentage of actual working time available, the survey was based on a 228 days working year. This figure is derived from taking out of 365 days, 104 days for weekends or rest-days, 8 public holidays and 25 days annual leave. For many organisations the figures of 228 would be reasonably proximate, but for others, a revised base would need to be used, for example within the education service. The other most recent survey on the common causes of absenteeism by BBC has revealed that within the UK 93% of workers cite cods and flu as their common reason for being away from their work. Recently BBC has reported that absenteeism is costing  £10.2bn a year and that is mainly through employees minor illness, stress and family responsibilities. A survey of more than 530 firms for the Confederation of British Industry estimated that 200m days were lost through sickness absence last year, an average of 8.5 days per worker. According to an annual survey report of CIPD in 2009, it is stated that the annual cost of absence, is highest in the following sectors of different organisations within UK: Average  £ per employee/year Public Sector  £784 Manufacturing and production employers  £754 Non-profit organisations  £698 Private services organisations  £666 However, the conclusions showed that there are only 41% of employers who are monitoring the cost of employee absence, a figure which has remained persistently low over the past few years.   Another company Hewitt Associates  which is based in  Lincolnshire,  Illinois  is a global  human resources  (HR)  outsourcing   and  consulting  firm which delivers a wide range of integrated services to help companies manage their total HR and employee costs and improve their workforces has confirmed that absenteeism is costing the organisations in UK more than  £1000 per employee almost every year. INTERNATIONAL COMPARISONS International comparison of absence rates is equally useful and informative. The title sick man of Europe was once given to Britain because of apparently poor industrial relations record. This title can be given to any other country now as absence rates in the UK are among the lowest of any EU member country. For both manual and non-manual workers, employers perceived that minor illness is the major cause of absence from the workplace. THEORIES RELEVANT TO ABSENTEEISM Over the past many years, there have been many studies and surveys conducted to discover what motivate people. The most recognised theories are Taylor (1856-1917), Mayo (1880-1949), Maslow (1908-1970), McGregor (1906-1964) and Herzberg (1923-2000). Because motivation is very much important not only at work but almost in all part of life too, there are so many new theories which are constantly being developed. MOTIVATION THEORY The word motivation is used to describe certain sorts of behaviour. The purpose of motivation theories is to predict behaviours. Motivation is not the behaviour itself, and it is not performance. Motivation concerns action and the internal and external forces which influence a persons choice of action (Mitchell 1987). Motivation encourages people happily to put more effort into doing something. Well-motivated employees will always feel fulfilled and happy in their respective workplace. Furthermore, the employees are to be expected to be more productive and generate work of a higher quality with lower rate of absenteeism. EXAMPLE A recent case study shows that Siemens, a well known company worldwide, believes that well motivated employees can add extra power into work in order to accomplish the necessary outcomes because they believe that their work is extraordinary. The motivated workforce is more confident to take pride in what they do and off course there is low rate of absenteeism because employees are happier to go to work. HERZBERGS TWO FACTOR THEORY Herzberg used the critical incidental method and his original study was chosen because of the growing importance in the business world and his study was consisted of interviews with 203 accountants and engineers  from different industries in the Pittsburgh area of America. The responses to these interviews were generally consistent and revealed that there were two different sets of factors affecting motivation and work. This led to the Two Factor Theory of motivation and job satisfaction. On the basis of his survey, Herzberg reported that employees tended to describe satisfying experiences in terms of factors that were intrinsic to the content of the job itself. These factors were called motivators and included such variables as: Achievement Recognition The work itself Responsibility Advancement and growth According to Herzberg theory these motivators who also can be known as satisfiers were associated with  long-term  positive effects in job performance while the hygiene factors (dissatisfiers) consistently produced only  short-term changes in job attitudes and performance, which quickly fell back to its previous level. In summary,  satisfiers describe a persons relationship with that she or he  does, many related to the tasks being performed.  On the other hand dissatisfiers have to do with a persons  relationship to the context or environment  in which she or he performs the job.  Ã‚  The satisfiers or motivators relate to what a person does while the dissatisfiers relate to the situation in which the person does what he or she does. So in summary according to Herzberg if the basic needs of an employee are being met at an organisation, the employee will always be willing to come to work and will be happy doing his job. Herzberg argued that extra compensation only work in the short term and other hygiene factors only avoid dissatisfaction and that satisfaction comes from intrinsic motivators. EXAMPLE Royal Bank of Scotland has implemented Herzberg Two Factor Theory and its working successfully at the bank. RBS has put the following few factors from Herzberg theory: The good work by employees  gets recognition The employees at RBS have a combined logic of success when the whole business does well They get extra responsibility and progress through regular performance reviews RBS rewards their employee when they do well in their work RBS also introduced flexible working for its all employees and these are adapted to suit the local needs of each RBS centre. Through its right to work flexibly theory RBS is continuously motivating its employee as if they are unable to come to the work on time due to an appointment, they always can come late and can cover their work through job sharing, home working or variable working hours. ATTRIBUTION THEORY Attribution theory suggests that we observe a persons behaviour and then try to establish whether internal or external forces caused it. If it is judged to be internal, it is seen as being under the persons control; if it is judged to be external, it is seen as a result of the situation. Attribution is said to be subjected to a number of considerations, because we judge actions in a context. For example, we judge how distinctive behaviour is and whether behaviour is unusual for a particular person. Attribution theory is very much relevant to absenteeism as for example the employee is absent from work and the circumstances are that his or her attendance record is exemplary, then the behaviour could be considered unusual and an external cause (that is, that the behaviour is outside the control of the individual) will be attributed. If the absenteeism fits in with the general pattern of behaviour, then an internal attribution will be attached (that is, it will be seen as being under the persons control). EQUITY THEORY The Adams Equity Theory is a simple theory which differentiates an employees inputs and the outputs. According to the theory, the judgment to this fair sense of balance serves to make sure that a strong and useful connection is achieved with the worker, with the overall result being satisfied and motivated workers. This theory states that optimistic outcomes and high levels of enthusiasm are likely only when employees recognize their behaviour to be fair. The thought behind Adams Equity Theory is to hit a strong balance here, with outputs on one side of the level and inputs on the other both weighing in a way that seems reasonably equal. If the balance is in favour of the employer then few employees may work to bring balance between inputs and outputs on their own, by asking for more reward or recognition. Others will be demotivated, and still others will look for substitute employment.   DOUGLAS MCGREGOR THEORY X THEORY Y According to Douglas McGregor there are two different views of human beings. He described under his Theory X, that workers come to work to do the work and raise no questions and receive their pay. While in his Theory Y he believed that workers are dedicated and want responsibility. McGregor strongly recommend that employers should treat all the workers as Theory Y because they will be more efficient. EXAMPLE Nuclear Decommissioning Authority (NDA) in UK has implemented McGregors Theory Y, as NDA wants its employees to be self-directed in their work and are always ready to accept high levels of responsibilities. NDA claims that with the help of this theory their employees absenteeism level is very low as everyone loves their work and they are more responsible to be at work on regular basis. ABSENTEEISM MEASUREMENT To measure worker absenteeism the most obvious way is to record how many days have employees not come in to work. The companies should have some sort of clock-in or accountability set-up making this step relatively simple. Once the numbers are available, surely it would be interesting to know how many of those workers were genuinely ill. Measuring absenteeism can serve as many as four purposes for organisations, which includes the following: Administering payroll and benefits programs Planning human resource requirements for production scheduling identifying absenteeism problems measuring and controlling personnel costs (Gandz and Mikalachki, 1979) Actual assessment and analyzing is a key aspect of managing absence effectively. Organisations must assess if they have complications with absenteeism, its extent and find out the best way to handle it. In the latest Chartered Institute of Personnel and Development (CIPD) absence survey, there were only a less than half of employers who monitor the cost of absence of their employee,  and there were just under  half of organisations who have set a target for reducing absenteeism and the only 38% of organisations benchmark themselves against other employers.   To analyse particular arrangement of absenteeism and underlying the basis, employers should acquire and use data, for example, the management approach of an appropriate manager or an increase in workloads. This can also provide the evidence of how absenteeism impacts on the bottom line and why it value investing in an effective absenteeism management programme. MEASURE TIME LOST To evaluate absenteeism there are a number of different measures that can be used, each of which can gives information about the different aspects of absenteeism. Some of the factors are described as under: LOST TIME RATE Lost time rate measure  articulate the percentage of the total time available which has been lost due to absence: Total absence (hours or days) in the period  x 100   Possible total (hours or days) in the period   For instance, if the total absence of the employees in the period is 155 person-hours and the total time available is 1,950 person-hours, the lost time rate will be:   155 x 100 = 7.95%   1,950   This can also be calculated separately for the individual departments of different groups of employees to uncover particular absence problems within an organisation. FREQUENCY RATE The frequency rate method shows an average number of absences per employee, which is expressed as a percentage. This does not give any indication of the length or duration of each absence period, nor any indication of employees who take more than one spell of absence and it is calculated as under:   No of spells of absence in the period  x 100   No of employees   For example, if an organisation employed on average 110 workers in one month, and during this time there were a total of 24 spells of absence, the frequency rate will be:   24  x 100 = 21.82%   110   To find out the individual frequency rate, we have to count the number of workers who take at least one interval of absence in the period, rather than to total number of intervals of absence. BRADFORD FACTOR This method expresses the persistent short-term absence for individuals, by measuring the number of spells of absence, and is therefore a useful measure of the disruption caused by this type of absence. It is calculated using the formula:   S x S x D S = number of spells of absence in 52 weeks taken by an individual   D = number of days of absence in 52 weeks taken by that individual   For example:   10 one-day absences: 10 x 10 x 10 = 1,000   1 ten-day absence: 1 x 1 x 10 = 10   5 two-day absences: 5 x 5 x 10 = 250   2 five-day absences: 2 x 2 x 10 = 40   The trigger points will differ between organisations. The underlying causes will need to be identified for all unauthorised absence. ABSENTEEISM CONTROL POLICIES The companies should have clear policies in place which support their business objectives and culture and this is the first step to managing absenteeism efficiently. Under the current legislation employers are required to provide their staff with knowledge on any terms and conditions relating to inadequacy for work due to the sickness or injury, including any arrangement for sick pay. Effective absenteeism policies must spell out clearly employees rights and responsibilities when taking time off from work due to sickness or any other reason. These policies should include: A clear idea of what absence is, how it can be defined and how it might be measured. An indication of the scope and scale of absence in the UK and elsewhere by sector, region and industry type An account of the likely causes of absence and how they relate to individuals, jobs, organisations and wider factors. Consideration of the legal environment within which absence must be managed. Examination of the equal opportunities implications of absence management, which particular regard to the Employment Relations Act 1999. Discussion of the ways in which work might be made more flexible to suit the needs of both the employer and the employee. Consideration of how a strategy for managing absence might be developed. Examination of the range of tactics that an employer might employ for the management of absence. HOW TO MANAGE ABSENTEEISM Before we discuss how to manage absenteeism we look the types of absenteeism. There are many other reasons why people take time off from work. These can be categorised as under: Non permitted absence or continuous lateness Long-term sickness absence Short-term sickness absence (uncertificated, self-certificated, or covered by a doctors fit note which replaced the sick note from April 2010) Other authorised absences:  for example,  annual leave; maternity, paternity, adoption, or parental leave; time off for public or trade union duties, or to care for dependents; compassionate leave; educational leave. Other than these above categories of absenteeism there are two main types of absenteeism, know as short term absenteeism and long term absenteeism. We discuss in detail how to manage these two main types of absenteeism: MANAGING SHORT-TERM ABSENCE Temporary absence is also known as absence interventions. The most effective interventions in managing short term absence include the followings: A proactive absence management policy Return-to-work interviews Disciplinary procedures for unacceptable absence levels Involving trained line managers in absence management Providing sickness absence information to line managers Restricting sick pay Involving occupational health professionals The most common method which is currently being adopted by many organisations is return-to-work interviews which can help identify short-term absence problems at an early stage. These return-to-work interviews provide an opportunity to managers to start a dialogue with staff over underlying issues, which might be causing the absence.   Tim Holden, the Managing Director of  FLUID, draws on more than 10 years experience as an award-winning recruiter and trainer. Holden suggests that: The use of disciplinary procedures for unacceptable absence may be used to make it clear to employees that unjustified absence will not be tolerated and that absence policies will be enforced.   According to CIPDs recent survey it has been revealed that, only 12% of organisations use attendance incentives or bonuses as a tool of absence management according to our latest absence survey. MANAGING LONG-TERM ABSENCE The current studies and researches on long term absence have shown that absence of  eight days or more justify about one third  of total time lost through absence and absence of four weeks or more accounts for more than 15%. Consequently it is very vital that organisations have an approved strategy in place to help their employees to get back to work after a continuous period of sickness or injury-related absence. The knowledge of potential disability discrimination claims is also critical these days.   LINE MANAGERS ROLE To control and reduce the causes of absenteeism, line managers have a substantial role to play, either directly or indirectly. How managers behave is very important because it has a significant effect on employee health and comfort. Many recent researches show that line managers are the type of employees most likely to be reported as bullies within organisations. Management style within an organisation is also one of the top causes of stress at work.  Ã‚  The role and responsibilities of the line manager in the management of absence should be clearly defined. However, these days the role of line managers is paramount. It is the line managers responsibility to manager his or her department or unit. Therefore it is his/her responsibility to see that these resources are used as effectively as possible. This means that levels of attendance should be good and absence kept to a minimum. The line managers should follow the companys approach to management style, organisation and allocation of work, as this will be a vital part of any strategy to control absence. In addition it is his/her responsibility to follow the company absence polices and procedures to staff. In any organisations the managers need good communications skills to encourage employees so that they can feel free to discuss any problems they may have at an early stage so that they can be given support or advice by the managers before matters escalate. According to all the recent studies and surveys it is stated that despite of all the importance of line manager/supervisor involvement, there are only 50% organisations are training their line managers to get the skills needed to do this effectively. The organisations should train their line managers to get the following skills to handle the absenteeism properly and they should have a good knowledge of: Their companys absence policies and procedures What is their role in the absence management programme How to act upon any advice given by the doctor to the employee. All the related legal and disciplinary aspects of absence including potential disability discrimination issues   How to maintain absence record-keeping and understanding facts and figures on absence The role of occupational health services The proactive measures to support staff health and wellbeing Operation (where applicable) of trigger points Development of return-to-work interview skills Development of counselling skills. In addition, the line manager will be one of the main influences on an individuals view of the company attitude to absence. It is therefore important that the actions and words of line manager support the companys position. It a difference attitude is being taken on the management of absence, whether more strictly or leniently, it will cause problems for the individual manager and for the organisation. Line managers must be able to rely on the support of senior management for decision they take in line with the companys policy, their responsibilities are as under: To effectively organize and allocate work; To use an appropriate management style; To ensure that all staff are adequately trained for their role; To communicate the absence policy and procedures to all subordinates; To apply policy and procedures in a consistent and fair manner; To deal with requests for prior approved absence; To keep accurate and up-to-date records of absences; To investigate reasons for unexplained absences; To carry out return to work interviews; To instigate disciplinary procedures, when required; To provide adequate feedback to senior management; To ensure adequate personal development and training to be able to meet these responsibilities effectively. To support staff health and wellbeing by taking proactive measures for occupational health involvement To be a part of the absence management programme By restricting sick pay To changes work patterns or environment To induct rehabilitation programme There are also four typical components in the recovery of absence and return-to-work process, which are discussed as under: An up-to-date contact with sick employees   The line manager should ensure that a regular contact is maintained using both sensitive and non-intrusive approaches with the employee. This approach must be agreed with the member of staff and management and, also where appropriate, with the union or employee representative. Workplace controls or adjustments   There can be some obstacles which may cause delay, interruption or difficulties to an employees return to work. A risk appraisal can analyse measures or adjustments to assist workers return and stay in work. For example: Allowing a steady or step-by-step return-to-work, for example,  promoting an employee from part-time job to full-time job over a period of weeks To change work arrangement or management style to reduce work pressure and to give the worker more control Modifying the employees working hours, for example allowing flexible working hours to accommodate his/her family demands Co-coordinating the employees mobility. The use of professional advice and treatment   These days there are many occupational health professionals in every country, they can be consulted because they can play a major role to evaluate the reason for absenteeism, and also can carry out employees health assessments, and can assist the managers in preparation for a return to work. Return-to-work planning The management should have a return to work plan agreed by the employee and the line manager, and any other staff which is likely to be affected and this plan needs to include: The goals of the plan, alternative working hours, or a alternative job role The time period of the plan Information about the new working arrangements The reviews that will need to be made to make sure the plan is put into practice The dates when the plan will be reviewed This can be helpful if the management appoint someone who can coordinate the return-to-work process. This also can include the colleagues of the absent worker who can inform him/her of the progress, so that everyone appreciate the situation, as well as easing the alterations back to work and maintaining working relationships. TACTICS FOR CONTROLLING ABSENTEEISM There are many tools that can be used as a part of a structured plan of absenteeism. We discuss some of the tools to control absenteeism. In practice, these tools will be used in isolation but more probably several will be used in combination. PRE-EMPLOYMENT SCREENING: All reasonable steps should be taken to ensure that the employed staff is likely to be good attenders. One of the best indicators of likely future attendance rates is past attendance rates as many employers believe that pre-employment screening is a vital tool in absence management. There are number of simple steps that an employer can take to reduce the risk of employing a poor attender: Ask for information about absence on the application. For example, How many days absence have you had over the last two years? Ask about absence on reference requests. Ensure that those invited for interview are made fully aware of the expectations of the job. This would include duties, hours of work, work environment, standards of performance and conduct. Avoid the temptation to oversell the job at interview as this will result in disappointment and disillusioned employees and they will be more likely to be absent.
